Governance, Human Security and the Will of the People
Pakistan is administered through the largest sub-national units in the democratic world. A single province holds 52.9 per cent of the population; the least populous holds 6.2 per cent while occupying 44 per cent of the land. The fiscal machinery designed to correct this has been frozen since 2010, and the constitutional tier meant to bring government to the citizen has been allowed to wither. This brief argues that Pakistan should create new provinces — drawn on size, geography and population rather than ethnicity — and that the people themselves should be asked.
