Pakistan Russia Cooperation: Envoy Urges Trade, Education Ties

Pakistan Russia cooperation needs visas, flights and payment fixes, Ambassador Tirmizi told ISSI in Islamabad.

Pakistan’s Ambassador to the Russian Federation, Faisal Niaz Tirmizi, called on October 19, 2026 for the growing political engagement between Islamabad and Moscow to produce practical cooperation in trade, education, connectivity and exchanges between people. He spoke at a special talk on relations between Pakistan and Russia at the Institute of Strategic Studies Islamabad (ISSI).

Tirmizi said practical steps are needed to remove barriers that affect businesses, students and travellers. He prioritised visa facilitation, direct flights and arrangements to address banking and payment constraints.

He also outlined preparations for a bilateral business forum, including advance meetings between companies, and discussed transport links through Iran, Afghanistan and China.

On education and culture, he called for stronger university partnerships, greater student mobility and cooperation in science, engineering and agriculture. He also stressed Russian language teaching, cultural exchanges and closer engagement between the media and creative sectors of both countries.

On regional security, Tirmizi pointed to opportunities for counterterrorism and law enforcement cooperation after the recent visit of Russia’s Interior Minister to Pakistan.

Russian Ambassador to Pakistan Albert P. Khorev reaffirmed Moscow’s readiness to help ease tensions between Pakistan and Afghanistan. He expressed concern over reports of terrorist infiltration into Pakistan from Afghan territory and over the effect of border closures on regional trade.

Ambassador Moin ul Haque, Director General of ISSI, spoke about the institute’s cooperation with Russian think tanks and its efforts to expand joint research and academic exchanges. In his concluding remarks, Ambassador Khalid Mahmood, Chairman of ISSI’s Board of Governors, noted growing convergence between Pakistan and Russia, including on counterterrorism.

The event was organised by ISSI’s Centre for Strategic Perspectives and brought together diplomats, scholars and researchers for an interactive discussion.
