Pak, Türkiye, Qatar and Indonesia Sign “Badr” Defence-Production Agreement.

Pak, Türkiye, Qatar and Indonesia signed the Badr MoU in Doha on 21 October 2026 to cooperate on defence production, training and research.

Pakistan, Türkiye, Qatar and Indonesia signed the Badr Memorandum of Understanding in Doha on Wednesday, 21 October 2026. The agreement sets up a four country framework for cooperation in defence production, technology development, training and research.

It was signed during Turkish Defence Minister Yaşar Güler’s visit to Qatar. Güler signed for Türkiye, Khawaja Muhammad Asif for Pakistan, Sheikh Saud bin Abdulrahman bin Hasan Al Thani, Qatar’s Deputy Prime Minister and Minister of State for Defence Affairs, for Qatar, and Deputy Defence Minister Yusuf Jauhari for Indonesia. Haluk Görgün, head of Türkiye’s Presidency of Defence Industries, also attended the ceremony.

Türkiye’s Defence Ministry says the MoU will promote joint military production, technical military training, research and development, and closer cooperation between the four defence industries.

Qatar’s Defence Ministry said the agreement carries significant economic importance because it draws on each country’s manufacturing capabilities to meet the needs of allied and friendly nations. Badr means “full moon,” and the Turkish statement used the name to describe how the four partners complement one another.

For Pakistan, the agreement builds on its defence industry partnership with Türkiye, including the MILGEM Babur class corvette programme, in which four naval vessels are being built through cooperation between the two countries. The new framework may give Pakistan more room to take part in coproduction, technology transfer and joint research.

The Badr MoU covers defence industry cooperation only. It creates no automatic obligation for one country to defend another. This separates it from the Makkah Joint Defence Agreement signed in August by Türkiye, Pakistan and Saudi Arabia, under which an attack on one party is treated as an attack on all.

The signing fits a wider pattern of Türkiye building defence partnerships around joint manufacturing and technology sharing. Indonesia has agreed to acquire 48 KAAN fighter aircraft, Pakistan is part of the MILGEM corvette programme, and Qatar has existing defence industry agreements with Turkish companies, including the Barzan Holdings deals signed at DIMDEX 2026. The Badr MoU brings these relationships under one four country framework.
